• Missing or insufficient anti-skinning agent in the paint.
• Storage in non-airtight or poorly sealed containers.
• Exposure to high temperatures during storage.
• Common in partly-used paint cans with air exposure.

• Remove the skin layer before stirring and using the remaining paint.
• If skin has contaminated deeper layers, discard the affected paint.
• Use fresh paint with proper anti-skinning additives.
• Ensure proper container sealing after every use.
